There are two modes by which discussions are sorted. 

By default, discussion topics are sorted by creation date and time. 

If it was created first, it comes first in the list.

As an alternative, you can elect to use Discussion Sorting Alphabetical.

This will put all of your topics in alphabetical order, both in-content and course-wide.​​

You can achieve this by editing the value for "Discussion Sorting Alphabetical". in the Advanced Settings from False to True
